Governor Edwards has issued a statewide stay at home order in response to this coronavirus outbreak, and under that order, most construction and construction engineering services can continue. That order was further clarified here: Essential Infrastructure Fact Sheet. As for the City of New Orleans - construction has been deemed essential and thereby exempt from Mayor Cantrell's stay at home order, as well. Both Governor Edwards' order and Mayor Cantrell's orders seem to be in line with federal guidelines provided by CISA on what businesses should be considered "essential." What's more, in many cases, construction and construction-related work will be vital to healthcare, public works, other essential businesses, and the safety of individuals. So, it's hardly surprising that construction businesses are allowed to operate - at least for now. Obviously, if circumstances continue to worsen, it's entirely possible that construction will be limited moving forward. So, it'd be wise to pay attention to announcements on the local and state level. If you'd like to compare Louisiana's response to other states, Levelset has been tracking trends nationwide on the ability to continue construction: Can I do Construction Work In my State? Lastly, for keeping an eye forward, this article from Baker Donelson may be useful: Coronavirus: How Louisiana's Stay-at-Home Order May Affect the Construction Industry.
