Before doing something to harm your relationship with a subcontractor, it'd be wise to assess their progress and track that against the plan or schedule. If the subcontractor isn't falling behind, then as frustrating as it may be, their habits about going to the site and leaving the site might be inconsequential. So, if they're getting the work done and done on time - then rocking the boat too much may not be a good idea. If the subcontractor is falling behind or causing other issues on the project, then it could be time to take action. Before the issue gets out of hand, it'd be wise to take a second and discuss the issue with the sub. Clearing the air there could be enough to get things back on track. Or, warning the sub that they'll soon be in breach of their contract if the issues persist might be a little more forceful. Finally, if the subcontractor's delays are causing serious issues and affecting others on the project or affecting the project schedule - then further action may be necessary. Sending them a formal notice that they need to adjust their working hours - or else they'll be considered in breach of their contract - could light a fire underneath them. But again, talking things through is almost always a better first step.
