MissouriConstruction Contract

Hi there! I won a bid to construct a CHIP compound and the terms of the contract stated that I was to receive a mobilization certificate of Two Hundred Thousand Dollars (US$200,000.00). Now issuing it to me has been refused. I later learnt of the issuance of the certificate to someone else. Kindly advise me of the legal issues herein and the next step(s) I can can take.
