Hello, I just wanted to ask if it is acceptable to ask the Prime Contractor when they received funding from the Owner?

Reason I ask is because one of our Prime Contractors was offended and wanted to know why it was so important for us to know when the funding date was and I let her know that according to CA Prompt Pay Law, Prime's should pay Subcontractors 7 days from the funding date.

You are completely within your rights to ask when payment was made, and you are correct that it is relevant to determining timely payment pursuant to prompt payment statutes. So, the question of whether it is "acceptable" is yes. However, whether it will go over well, or is something you want to make a general practice is more of a business decision based on your relationship with the GC. There is nothing wrong with asking if or when the GC got paid, but unless you have reason to believe they have been paid and are withholding funds (or if your payment is late) there may not be much practical effect other than potentially upsetting your relationship.
