If I am the client and I ask contractor to suspend services for 14 days because of corona outbreak. I understand that I have to pay for all personnel away from work, but not for the services they usually provide, is that correct !
Ultimately, that would come down to the facility management agreement and the specific terms of the force majeure clause. With that being said, if normal payments cover things like the materials or equipment used in management services, and if those materials or equipment aren't actually being used, then it'd make sense that those amounts shouldn't be included in ongoing payments.
For the most clarity, it'd probably be wise to comb over the contract and the force majeure clause, specifically, to better identify what costs must be paid. And, working with the contractor to settle on some middle ground might be possible too considering the uncertainty at the moment.
