This question is a bit more complex than it seems at first glance. The first question is whether the project is a NY public project (since it's related to NYC transit), or if the project is federal, (since the stations are designated as AMTRAK stations). Determining whether the project is a federal or state project will determine the remedies available and the deadlines by which they must be claimed.

For NY public projects the deadlines are as follows:

A bond claim must be filed within 120 days of last furnishing, and
A public claim of lien on funds must be filed within 30 days after completion and acceptance of the public improvement.

Note that those are distinct remedies with distinct required documents and deadlines.

Miller Act claims, for federal projects, are available to suppliers who contract with first-tier subs, but are unavailable for parties that contracted with sub-subs.

For suppliers to the first tier subs, the claim is due within 90 days of last furnishing labor or materials to the project.
