Filing a preliminary Notice on Intent to lein and the 150 day rule in VA

I am a Master Electrician and completed work on a job on March 26th, 2023 and have not gotten paid. Can i file a NOI now and then a Mechanics lein? Also, when i put in that i completed the job on March 26th, 2023, it comes up that i missed the deadline for the VA 15day rule? How does this apply or does it apply since the job itself was completed in one day?
