Construction work is very limited under Michigan's stay home order, as laid out under these guidelines for essential business in Michigan. Non-emergency residential work cannot continue: "Any non-emergency maintenance or improvements to residences are not permitted."
For commercial work - the guidelines don't seem to provide any ability to continue to work, for the time being. If the work is required for the safety of the building and occupants, then that work may be able to continue. But unless the project site would be unsafe without that work, it'd be wise to assume it can't continue.
