Does this person have any legal right to file a mechanics lien on our propertyf?

I just received an NOI from a handyman we hired. He quoted us a price of $200 and said it would take him a day to a day and a half to finish. On the third day, work was still not done! At that time, we gave him $100 (I have a signed receipt from him) and told him we would give him the $100 balance when the work was completed. On day 4, he got agitated about something, startine swearing and throwing his tools., He then walked out! I have pictures of the mess he left behind and the unfinished work. We had to hire someone else to come in and finish the job and correct all the mistakes he made. That cost us $300! The first handyman sent the NOI, stated we owe him $200. How do I dispute this or should we just ignore it?
