Does the lien having been sent get documented as the date it was filed?

Pennsylvania

Customer promised to pay and just decided not to due to some punch list items that were progress, some of the subs alerted me that wasnt going to pay

Yes, the lien will be time/filed stamped by the Prothonotary or Department of Court Records when it is filed and will be entered on the docket on that date. The filer then has to serve it on the Owner and file an Affidavit of Service to "perfect" the lien. Service typically must made through the Sheriff although it can be served via certified mail if the owner is out of state.
