Does a muralist need a CSLB license?

I own a custom mural company and read in Tom Scalisi's article that for a craftsperson delivering a final product that doesn't affect the structure of a building, a CSLB license is not required. But one school district is telling me that I do need it for their projects. Can you please provide clarification on this?

A mural painted on a building does affect the structure of the building, and requires a contractor's license. The correct category of license is a C-33 - Painting and Decorating license.
