Does a client only get a change order to sign if it ends up being more than the allowance already in the contract?

I work for a GC. When it comes to allowances in the contract - would the client only get a change order to sign if the amount ends up being more than the allowance already in the contract?

I would need to look at the contract itself to answer this question. Please feel free to contact me.
