An unlicensed contractor purchased material for a residential project and thought that if we sent out a California Preliminary Notice the supplier would not lose its lien rights.

Generally speaking, a supplier does not lose lien rights when it sells to an unlicensed contractor.  That said, an owner or lender could try to argue that a supplier who knowingly furnishes materials to an unlicensed contractor should be barred from enforcing lien rights but that is likely an uphill battle. --CN
