Do we need to prelim a public works job in the state of CA?

ProCell says they were hired by Verizon, to repair cables in the public street. ProCell hired us to repair the asphalt in the public street after ProCell completed their work. How do we protect our right to collect? Is it appropriate to prelim since the work is in the middle of a public street. Job is in California.

Yes. Anyone who does not have a direct relationship with the prime contractor on a public works project must send preliminary notice to protect their rights to send a stop payment notice and/or make a bond claim.

who gets the prelim for the public right of way? we are getting denials from the telecom companies and cities regularly
