GC isn’t paying us till he get a paid. Now they won’t get paid till I get a conditional waiver...but there is still almost $6k to be paid. Please advise

If you sign the unconditional waiver then you risk waiving all of the moneys they owe you to date. Ex. if GC is making payments to you, but not for the full amount owed to date, an unconditional waiver that does not specify how much is being waived, will waive all of the amounts owed to date. If GC promises to only paying you $ XX for now, then do a conditional waiver for $XX only.
