I'm a subcontractor in Florida. I send notices to owners when the property is residential. Should I also be sending them when the property is commercial? Also, is a notice of commencement the same as a notice to owner?

If you do not have a direct contract with the owner a notice to owner (NTO) is required. There is no delivery distinction between residential and commercial. If you are a sub-subcontractor the NTO must also be delivered to the GC. A notice of commencement is definitely different than an NTO. The owner gives the notice of commencement and a certified copy must be posted at the jobsite.
