Do I need an NOC if the scope of work is less than $2500?

It almost feels like this is a trick question, because the lien statute expressly states that it does not apply to "Any improvement for which the direct contract price is $2,500 or less." So no, you don't need an NOC IF you are the contractor in direct privity with the owner AND the contract value is $2,500 or less.
