Do I need a Preliminary Notice in the state of Illinois?

Do I need to send a Preliminary Notice to a property owner if I was a subcontractor? This work was done due to a plumbing error by another company. The resident then called a Restoration company which worked with the insurance and the restoration company had subcontracted us out.

Yes, within 90 days of your last work, unless you were listed on the GCs sworn statement, which seems unlikely to me as you are a replacement sub on a restoration contract.
