According to the Florida Department of Business & Professional Regulation (DBPR) site, "cleaning ducts that do not require removal of the air grills," will not require a license. However, if you're cleaning air or heat ducts and being paid for it, and if that work will require partial disassembly of the system (like the removal of air grills, for example) - a license will be required. And, if you aren't being compensated for that work, then no license is needed.
