We have finished a job on the Bartlesville Public Systems in Tulsa, OK and they have paid the first pay application. The only thing left to pay is retainage and they are refusing to pay. Do I have the right to file a lien on the retainage?

In general, yes, but you need to file a Pre-Lien Notice 75 days after the last day of work.
