For a material provider, when is their materials "furnished" ? Is it when it is fabricated for the customer, shipped to the customer, invoiced to the customer, or received by the customer?

Generally, material is considered "furnished" when it actually makes its way to the project site. Granted, keep in mind that if you're providing specially fabricated materials, you will have lien rights even if the materials aren't delivered, as long as a Notice of Specially Fabricated Materials is sent.
