Construction fraud/ performing w/o licenses, bond, insurances and permits while representing big company/ chain.

What is the penalty for somebody performing construction work w/o license, insurance, bonds, permits in Texas. A contractor being hired from a big national chain and using their brand, being back up by them didn't have anything I mentioned above and practically did everything possible wrong and out of any quality standards. After city code enforcement (TX) , came out that also plumbing and electrical work was performed and nothing up to the code. Promises not fulfilled, work not done, or partially and wrong and sloppy, long time w/o opportunity of using home and thousands of dollars wasted in materials we paid for. In the contract attached to their invoice they answered yes/ stated to question regarding bonds, insurances, licenses , etc. "yes we are fully insured..." And the chain was backing them up. What can we do ? how to get them paid for damages? and get the money we paid back ? We have city code enforcement report and local big companies statement/ witnesses such as master plumber / electricians that their work was complete fiasco and failure. We are looking for justice.

NO “Contractor licensing” in Texas except for local city code, if any.

Only electricians, plumbers and air conditioners need to have licenses.
