Construction delay

we are doing a job on a fix and flip. There were some changes to our original estimate that included more work. Electrical upgrade, deck, plumbing*drain lines re ran) and foundation columns rebuilt. We started on the job, received deposit, bought all materials...then we were stopped dead, because the permits that were agreed to be pulled by the flipper and his contractor partner, were not pulled. So, we were told to stop work and were delayed by 2 weeks. Obviously I had other jobs that were waiting...so we started another job and in the process still completed his electrical and interior work in about 4 days time(a miracle) so, now he is upset that things will not be done before Sept 1 in three days when he only got the permits on Aug 24...it is physically impossible to build foundation piers out of concrete totalling 19 before then...he is mad because I estimated 10 days and recommended him asking for a temporary occupancy permit for his fix and flip. He feels 10 days is unreasonable and that I should drop my other roofing project when he delayed me. Note, I am pushing the roof to be done by Saturday so we can go back and be done in less than the 10 days. What are my options here? He is complaining because we gave him charges for the changes in electrical (additional outlets, new wiring ran that was not previously noted and changing normal breakers to ARC breakers totaling 12..and I asked for $920 minus the $700 in materials. ARC breakers are expensive around 50 bucks a piece so I feel like this is reasonable and actually beyond reasonable..and I ran about 100 ft of new wiring we had not quoted included in this price and 2 new GFCI outlets not quoted either. Who is right and who is wrong here?
