We are acting as the General Contractor on a large project. I am completely a Notice of Commencement (It's my first time so I want to make sure I understand what a few of the terms mean).

A Notice of Commencement should not necessarily be filled out by the General Contractor -- it may be. HOWEVER the party that you, as the general contractor, have a contract with, i.e., the owner of the property, the tenant, etc., is the party that signs it and has their signature recorded.
