Certified payroll reporting

New York

If an owner with no employees works on the jobsite, should their wages be reported? I am being told they are exempt from having to list wages, and only need to report the hours, because they are the owner with NO employees.?.?.

company owners and executives are not among to whom prevailing wage or wage reporting statutes apply. Generally, public owners want to know who is on the job, so hours should be reported, with an NA for the payroll information.
