The delivery method of notices, and specifically the Notice of Intent to Lien, can be found under Pennsylvania lien law can be found in 49 PS §1501. This provides that service of notice must be made by first class, registered, or certified mail. However, if service cannot be made, then the noticing party may complete service by posting the notice on a conspicuous public part of the property being improved.
