We are general contractors and own 1 parcel that is part of a 4-share well agreement. The well is on our property. Improvements needed to be done to the well and 2 of the 4 property owners refuse to pay. Can we send a 20-day intent to lien?

You can only record a mechanic's lien if you are a licensed contract and the preliminary notice must be sent within 20 days of the performance of any work that improved the property. Based on your description, it does not sound like you have mechanic's lien rights.
