Can we file a lien on a State own building?

We are finishing a Tenant Improvement at 21001 N. Tatum Blvd E9 Phoenix AZ, can we file a intent to lien or a mechanical lien on this property? We are a subcontractor working for a General Contractor. The customer is Lens Crafters. We were told the building may be state owned and lien resistant. Please advise. Thank You!

Yes you can file a mechanic's lien. However, it is highly likely that the line will only attach to the lease interest in the property. In a lot of cases, the lien may not be worth much since you can't seize the land if the owner is the state. In the case of Lenscrafters, you would wind up with glasses, contacts and office equipment. But it would not hurt to record a lien to get their attention if nothing else.
