On the final billing the GC has increased the fixed GCs and GRs with monies from other line items for their benefit. Is that acceptable in a GMP contract? I realize they can shift monies around in line items but thought the GCs and GRs were not included in their ability to do so. They have not exceeded the GMP amount.
