Can the debtor stop the Lie when they get the pre-letter

If they have said that they are not paying me and I send them this letter can they stop the liien?

As a laborer, you are not required to give preliminary notice. Thus you may record a lien if: -Payment to you is overdue -You will not perform further work until the overdue amount is paid - the project is either: Ongoing Was completed less than 90 days ago Was stopped with out completion for no more than 150 days Or if a notice of completion or cessation was filed, it has been less than 30 days from that notice

A debtor can’t stop you from filing a lien. They can only ask you not to file it. I’m not sure what you mean by a “pre-letter”. If you mean after you send them a Preliminary Notice, then the answer is still no. They can’t stop you from filing a lien.
