can subcontractor has the right to determine the price he performed without general contractor approval ?

if a subcontractor spent 2 hours to dig a 10ft long x 5 ft wide x 6 ft deep pit and put a concrete box into that pit. then three months later, he asked $2,000 for this job. He used my excavator at site. We said it is too high, $1000 is okay for this two hour job. Normally, it is a small job, we thought it is free, we paid him $420,000 for other jobs in the same project. But now he is not happy because we are not angry with his performance, too many mistakes, have to redo lots of thing, wasted too money. So plan not to use him for any future job. So he is trying to make trouble. threating to put a lien. does he have a right to decide the money amount for any job? he never mentioned, and suddenly asked. Regards,
