The short answer is generally, yes, a subcontractor to a general contractor/construction manager can file a mechanic's lien. The answer becomes no when a subcontractor is too many "tiers" of contracts away from the primary contract. But since you did not suggest that you are distant to the GC, I would suggest, Yes.
