Can someone file a lien if the were fired?

If I fired a plumber from the project and paid him 60% of the amount due can they file a lien

Generally speaking, mechanics lien rights are available for any amounts owing and due for the furnishing of labor, equipment, materials, or supplies used for the improvement of real property. Therefore, even if a contractor didn't finish the job (or was fired), they may still be entitled to some mechanics lien rights based on any outstanding payments any labor or materials that have been provided. However, if the lien is filed and foreclosure action is brought, evidence of incomplete work and costs to replace the contractor could be used to offset the lien claim amount.
