Can I sue a surety company in small claims for my paying out on a bomd

Contractor licensed in tile and stone used hardy backer board instead of lath and concrete in contract for showers. He also worked outside of his license, and ruined walls ,baseboards,etc etc. bonding co, sent out contractor who contracts with cslb. He said the lumps on floor and inch gaps in grout didn’t meet industry standards. CSLB sent out own contractor. I took hammer to shower walls to prove hardybacker. Contractor fined for bathrooms. He appealed to attorney general. Hearing canceled as he paid his fines, but my award was dismissed as CSLB went back to him and he changed his mind saying hardyback board cost the same. I had showers redone reason why tile cracked was because tile was attached directly to paper, drained plugged and water pooled under tile. I submitted report and pictures to bonding company was CSLB said they were done and collect on bond. Bonding company is ignoring new evidence that the showers are defective saying by law they can’t pay. But this now has nothing to do with the material, but the quality of the job and CSLB didn’t see that. Can I sue the bonding company for the bond and then the contractor for the other damages in sm claims court? I’ll never recover all the losses that are about $35,000 but suing them separately could reward $20,000
