We are material suppliers and most of our jobs have multiple phases. Can I send a preliminary notice for each phase and put the estimated total contract amount for that particular phase of the project on the prelim?

This sounds appropriate assuming each phase is truly a separate "work of improvement" that is constructed pursuant to a separate construction contract. Are you given job information sheets from the general contractor or owner which identifies these different phases?
