I work for a growing flooring and remodeling company and we are learning a few things about preliminary notices for the first time. Who needs to sign the preliminary notice? The template I have has the signature right under the state required "Notice to Property Owner" so does this mean the property owner needs to sign? And regardless of who needs to sign does this document need to be send via certified post mail or can it be sent via an e sign software that shows proof of receipt?
