Can I send a Notice of Intent?

I have a problem where customer pays $200.00 over the amount agreed for first original agreement, but refuses to acknowledge additional requested services requested as itemized via DM messages. I have drafted a second notice to set the record straight, which i plan to send via certified mail. Outlining in five pages refusal to pay requested additional services, Remedy sought ( four items), Suggested settlement to avoid Mechanic lien filing. Last day of work 11/28/2020.

Thanks for the additional information. I'm assuming since you said you have drafted a second notice, that you probably did send the preliminary notice. Thankfully with mechanics liens you don't necessarily need to have a response from the other person, of course it does make it helpful, but certified is definitely important so there is proof they received it.

90 days expires today.

Would old fence repair and new fence install require a license in Michigan?

Hi, unfortunately it appears a license is required in Michigan per this fact:

If the project is on residential property, only licensed contractors and subcontractors have lien rights. 

I'm guessing a fence repair was residential, but if it was commercial please let me know and I'll find out more.

I was told years ago by an Construction attorney, that if I was hired as highly skilled handyman (retired Licensed builder ), and the homeowner kept increasing the scope of work up and above $600.00, ( due to the high quality of workmanship received, while still on the job site weekly/monthly ) it was basically the same as hiring a yard person with increasing values of work. Can you explain?    

Secondly., what was the intent of HB 4282?

Homeowner/friendoffriend refused licensed contractor.

Also, refused to acknowledge inspection requirements on old crooked fenee and with specific instructions to install new per their request.

Now that iImention Mechanics lien, she wants city inspection.

Great job comments before noticesent.
