Can I send a letter of intent ?

I’m a subcontractor in a bank financed residential project . I submitted an invoice on 10/18 that included 90% of underground waste and 50% of water. I broke down the cost on my invoice, the GC is “telling me the bank told me you’re only 5% completed”. I’m not sure how “the bank” is getting that I’m only 5% completed when I’m 100% completed on waste and 75% on water. I passed my inspections. How can they deny payment if the cost of both are on my invoice and is completed ? I need help
