Can I send a 20 day Preliminary Notice via text or email

I did a repair and the person paying the bill keeps putting me off. Repair went very well. I am on the 17 day.

Unfortunately not, California is fairly strict when it comes to service requirements for the 20-day preliminary notice. Under Cal. Civ. Code §8110, the notice must be mailed by "registered or certified mail, express mail, or overnight delivery by express service carrier." Proof of delivery is required for the notice to be valid, and should be retained and attached to the mechanics lien filing, if it comes down to it.
