Yes, emergency construction work is certainly allowed when the work is necessary to keep the building and the occupants safe. What's more, Wisconsin has been pretty laid back when it comes to allowing construction to continue anyway.
As for door to door sales - door to door solicitation is still prohibited in Wisconsin, at the moment. So, some other means of contacting potential customers would be necessary.
