Can I have more information on licensing requirements?

We work in multiple states, but this pertains to CA. We generally contract directly with the property owner and hire licensed subcontractors to perform the work. It is very difficult to obtain licensing in CA due to covid. What other options do we have? Is it possible/legal to build labor into our product cost and identify as materialmen to avoid licensing requirements and be covered by our seller's use permit?

Performing construction work in California even if you are a general that does not perform actual construction on the site, could result in having to disgorge all money paid to you. It is definitely against the law in California. B&PC 7065-7077. Section 7028 makes it a crime. You could retain a California licensed RME to cover the licensing requirement.
