Obtaining a contractors license or a license for a specific trade shouldn't be impacted by gender. While construction is a male-dominated industry, there's certainly no law or regulation prohibiting women from entering the field - and in some cases, there may be programs to help women enter the industry.
Note, however, that it appears California requires 4 years of experience before applying for a specific class of license: Qualifying Experience for the Examination | CSLB. The California Contractors State License Board ("CSLB") also has this document, which can help prospective contractors determine what's necessary to obtain licensure: Acceptable Supporting Experience Documentation.
