Can I file Mechanics Lien

We already filed NOI and waiting on vendor for one window to be delivered to complete job 100% but at this point what steps can we take to receive our funds in full. Job completed 95-98%, waiting for one window installation

I believe the contract will likely govern the schedule of payments for this project. Often there is some amount 5-10% that remains unpaid until after a punchlist is completed. If you would like a more precise answer, we can take a look at the contract and give our thoughts. 504-323-5885.

I have some additional resources to add to Mark's answer(above). We have written about the options for contractors wondering if they can file a lien if they didn't finish the work. (or finish it yet). The simple rule is that if the property is improved the right to file a mechanics lien can exist.

There are a few exceptions; you can see our state resources page for Louisiana or a local attorney for these. 

Sending an NOI or other demand letter, like it looks like you did, can be a good way to get the payment you are looking for without incurring the time and expense of a lien right away.
