Can I file mechanical lien without pre notice?

I have done a work for a GC in Philadelphia PA and I did not send pre notices. Can I still send a mechanical lien intent?

If a Notice of Commencement has been posted on the Construction Notices Directory, the answer is technically "No." If a Notice of Commencement was not posted, your failure to file a Notice of Furnishing will not preclude you from filing a mechanics' lien. Also, there is no penalty for sending out a Notice of Intent to file a Mechanics' Lien. Often, that Notice alone is enough for the Owner to exert pressure of the GC to pay ... So I'd say send the Notice of Intent either way.
