Can I file a stop notice on a prevailing wage or state funded project?

Working on a commercial designated project with a private owner but state funded. Payments are always 3-4 months late. Can I file any notices to speed up payment or protect payment? Or are the 20 day preliminary notices sufficient?

Preliminary notices may preserve your right to make stop payment notice/lien/bond claims, but you will actually have to timely serve/record the claim to protect your payment rights and assert your leverage. You may want to discuss these issues wih an experienced California construction attorney.
