California requires all participants on construction projects to send preliminary notice in order to retain the ability to file a valid and enforceable mechanics lien. Preliminary notices, are sometimes called pre-lien notices, or notices to owner, or notices of furnishing - and in California can be called 20-day notices. In California, the preliminary notice must be sent within 20 days of first furnishing labor or material to the project in order to fully protect the claimant. The notice can be sent late, but will only be effective to protect the value of the labor or materials furnished beginning 20 days prior to the date on which the notice was given. Notice in California only needs to be mailed to certain project participants, but California law also contemplates the notice being filed with the county recorder. This doesn't result in any additional protections, but "is for the limited purpose of facilitating the mailing of notice by the county recorder of recorded notices of completion and notices of cessation."
