can I file a mechanics lien >

I was subcontracted by a solar panel company I was told I would get paid for labor upon completion and the rest upon solar panel installation. I have not received any payment and the solar panel installation is delayed for reasons outside my control.

That depends on a number of things. First, you must have sent a timely and valid preliminary 20-day notice. No preliminary notice, no lien rights. Second, if this was an owner occupied residence, you need to have a written contract directly with the owner, not just the solar company. Third, you need the appropriate license. If you do not have mechanic's lien rights, you can still sue the solar company for breach of contract. Before doing that, you need to talk with a lawyer about the expense of the suit to determine if it is worth it, plus any weaknesses in your case.
