Can I file a mechanical lien on a state or federal building?

I’m a subcontractor. I finished the work on October 2022, but the GC doesn’t want to pay the amount we agreed on.

First of all, 4 months is all you get so it depends on when the work was done in October 2022. If it was done early in October, you're too late, regardless of whether or not it was a state or federal building. If the work was completed later in October 2022, you may still have time to file a lien. You may need to do a pre-lien notice and there may be additional requirements since this is a commercial and not a residential project.
