Can I file a mechanical lien?

Unfortunately, this job was recommended by a known associate, and we didn't sign a contract, just the proposal. I would like to know what are my choices. This property is currently on the market; the amount pending is 3300. He has paid the previous balance, but he keeps ignoring the remaining balance.

You do not have to have a contract to file a mechanic's lien. However, you do need to be a licensed contractor. If you are licensed, then you can record the lien within 90 days of finishing the project, regardless of whether you had a written contract.
