Can I file a mechanical lien?

I am a sub contractor that completed a job over a month ago and the customer only paid 50% of the invoice and now he is not getting back to us.

You could place the remaining balance for collection with a certified collection agency licensed and bonded to collect in WA. This can be collected on a small contingency bases so you're not spending any money upfront and the agency only earns a fee if it's successfully collected. Yes, you have 90 days from the end of your labor to file a formal written lien for the balance of what is owed. Be sure to follow all the proper procedures.
